Reilly joined Local 183 in 1957 as a lead miner (tunneler) in the University subway line. Three years later he was elected President of the local and became one of Gallagher’s closest allies. [He was a business agent in June 1961] In 1969 he left that position to become the manager of the Ontario Provincial District Council, a position he held until 1972. After that he returned to Local 183 as an Assistant Business Manager. In 1975 he was re-elected president. In the 1980s, Reilly became secretary-treasurer. After John Stefanini retired as business Manager, Reilly assumed that position in the interim, until 1995.
